>> every day that dorner is loose, the likelihood of an attack on either a uniformed police officer or a family of a police officer, is likely. reporter: police suspect the 33-year-old fuming enough a week-long reign or terror that left people dead. in a manifesto he accused the lapd of being racistes and vowed war. the police chief is re-opening the case that resulted in doorer getting fired. >> if there is anything to what he says or anything new what he brings up, we'll deal with and it deal with it in a public way. reporter: police say they found camping gear and weapons in dorner's pickup truck in big bear, a massive search of the mountains continues. dorner is former military, a skilled marksman and familiar with law enforcement tactics and techniques. authorities of asking the public

to be vigilant and are re-affirming their commitment to finding him. >> our confidence that we will bring him to justice is unshaken. this search is not a matter of if. it's a matter of when. >> alex stone, abc7 news. >> ama: breaking news from san jose. emergency crews have just rescued two people trapped in a car that trashed hundreds of feet off a cliff. it happened just after 2:00 when the car wend over the edge of the hypernear clayton road. the driver and passenger were both seriously hurt. oakland is reporting its ninth homicide of the year after a man was shot to death last night in east oakland. it happened around 10:30 near 580. police are searching for suspects. last year at this time there were 14 homicides in oakland. organizers've oak land

reside first friday music and art event say they're making security changes after a shooting shortly after the festival ended. the oakland tribune reports organizers will coordinate with police and provide private security and will work with news organizations to provide programs of the event and a peace concert may be part of the festival next month. right now in oakland, a public meeting on police department policy has just finishing up. the event is the first of several open meetings scheduled to get community input on the direction of the oakland pd. the chief was joined by consultant, chairman of the strategic policy partnership, along with the mayor, to help inform the public. we'll have the latest on the meeting in a live report tonight at 6:00. people near the fremont auto mall probably noticed hundreds

of emergency workers mobilized for major disaster. >> fortunately nobody was hurt. it was a disaster drill. operation chaos used 200 community volunteers as victims to train responders and local agencies and the military. >> so we can learn how to coordinate, escalate, and minimize loss of life when these event occur. >> learning how to enter act with the local fire, paramedic, police. international emergency or natural disaster. we're expected to all work together, which we don't get to do this training a lot so this is a big deal. >> ama: the army national guard, state and military reserve and fremont emergency responders all took part also well. >> texas governor rick perry is in the bay area hunting for california business. he is expected to try to woo away companies to his own state.

we're live in san francisco with more. reporter: behind me is the greater bay area. this where is governor perry is going to be approaching local companies with promises of better business conditions in texas. because of recent california tax hikes, some experts believe he might have some takers. >> this is a portion of the radio ad that texas governor rick perry bought time for in california. >> building a business is tough. but i hear building a business in california is next to impossible. i have a message for california businesses. come check out texas. >> the ad is aimed at attracting ceaz's bill dollar companies to texas. this is not the governor's first trip to the golden state. he touts his state where there's no income tax, labor costs are cheaper and business regulation more lax. golden gate university marketing and consumer psychologist says the governor has a point. >> there's an opportunity worth big increases in taxes and cutbacks on services. i think the time is now.

abc7 news. >> ama: happening now. nsa where weather ripping through the south is causing major damage in parts of mississippi. a tornado is being blamed for property damage and at least three injuries in hattiesburg. a tornado watch is in effect for three states and as far south as new orleans. >> the northeast is beginning to recover from a record-sitting storm that paralyzed several states. the snowstorm, which was spawned by two converging weather systems, is blamed for 11 deaths in three states and canada. more than 250,000 homes and businesses remain without power. and take a look. new york's long island expressway was closed today for snow removal work. the storm started friday night and dumped up to 40 inches of snow. >> as far as you can see snow, and nobody is getting out. >> it's horrible. didn't come until this morning and when you shovel your i driveway, the plows come and put the snow back on the driveway.

>> ama: san francisco taxpayers kind up paying millions for the city to host the america's cup. fundraising efforts could for $34 million in police, cleanup, and transportation cost are falling short. just $14 million has been raised for the event which is six months away. taxpayers could be saddled with the remaining $20 million. the event was estimated to bring in $300 million but has been downsized from 12 international teams to just three. >> bart is looking for feedback that allows the transit agency to ban repeat offenders from the trains. a series of community meetings will be held tomorrow. it allows bart to seek restraining orders against vandals and protesters who are cited for violations three or mother times within 60 days. some critics are raising concern such a policy could impede

a new report commissioned by joe paterno's family contradicts findings of penn state's investigation into the sex abuse scandal involving retired assistant coach jerry sandusky. the family's review says paterno did not attempt to hide any information or impede the investigation. that's contrary to former fbi director's report last year for the school. penn state says the school's investigation was intended to fix shortcomings and make sure failures don't happen again. the family's report comes a day before pa term know's widow will speak out for the fir time about the scandal. you can watch the interview tomorrow on katie right here on abc7 at 3:00. >> valentine's day has a whole new meaning for a group of children in palo alto. they all received life-saving congenital heart surgery last year. the kid reunited during the 13th annual congenital hart disease party. it's a good way to share
